Government of Telangana Presents Telangana Excellence Awards to Civil Servants
Government of Telangana presented Telangana Excellence Awards for 2017 & 2018 to 43 Civil Servants covering Innovation, General, and Flagship schemes under Individual, Group and Organization categories. The awards were presented in an impressive function held at Dr. MCR HRD Institute of Telangana on May 21st, 2018. The number of awardees in 2017 and 2018 was 22 and 21, respectively.
Sri Kadiyam Srihari, Hon’ble Deputy Chief Minister, who was the Chief Guest on the occasion, said that Civil Servants would be doing full justice to their coveted positions only when they are proactive in understanding the problems of people and put their best foot forward in finding enduring solutions to them. He paid rich tributes to their contributions towards outstanding success of such innovative interventions as reorganization of Telangana State into 31 districts, purification of land records,welfare of farmers, nutritious food for poor students,and development of all sections of society. He said that decision making, at a fast pace, is the need of the hour in order to measure up to the rising expectations of people.
Sri K T Rama Rao, Hon’ble Minister, IT, MA & UD, I & C, PEs, Sugar, Mines & Geology, & NRI Affairs, who was the Guest of Honor, underlined the importance of 3-D Mantra to enrich the quality of governance, namely, decentralization of administration, extensive use of information & communication technology in service delivery (digitizing), and democratic style of functioning. ”TS-iPASS resulted in a number of beneficial outcomes, including issuing of about 66,000 permissions to industries in an expeditious fashion, an inflow of investment to a tune of over 20 billion US dollars, and creation of about 300,000 jobs”, he said and added that similar initiatives are in the pipeline for issuing time-bound permission for building plans. He said that the pursuit of excellence by the Civil Servants should continue unabated and cautioned them that receiving the Telangana Excellence Awards should not lead to a sense of complacency among them.
Dr. S K Joshi, IAS, Chief Secretary to Government of Telangana, in his Presidential Address, said that while process-oriented administration is important in its own right, equal focus should be given to result-oriented administration. He underlined the need for the overhauling of all manuals and reengineering of all processes in order to improve the quality of governance. He said that the good practice of Telangana Excellence Awards will continue in future considering the fact that according to Abraham Maslow’s classic theory of motivation, the need for recognition is one of the important needs of all human beings.
Sri BP Acharya, IAS, Special Chief Secretary and DG, Dr MCR HRD Institute, Special Invitee, in his address said that while there are multiple avenues of recognition in the uniformed services, similar opportunities in the Civil Services leave much to be desired. “In this scenario, presenting Telangana Excellence Awards, is a step in the right direction”, he added.
Sri Suresh Chandra, IAS, Special Chief Secretary, Telangana State Finance Corporation, Special Invitee, in his address underlined the need for coordinated efforts by political executive and bureaucracy in order to successfully address the problems of society. “The mindboggling changes in the internal and external environments call for corresponding changes in the nature and quality of administration”, he added.
Launching of the Foundation Course for Group I Officers
On the historical occasion of conferring the Telangana Excellence Awards, Dr. MCR HRD Institute of Telangana launched the six-week Foundation Course for the First Batch of 61 Group I Officers from 15 departments, recruited after the formation of Telangana State. All the dignitaries stated that the worth-emulating achievements of the recipients of the Telangana Excellence Awards would be a source of inspiration for the Group I officers who are on the threshold of their exciting careers in the State Civil Service.Sri KadiyamSrihari released the Corse Manualand Sri K T Rama Rao released the Digital Course Material of the Foundation Course.
Earlier, Smt. ShaliniMisrea, IAS, Principal Secretary, General Administration (GPM & AR) Department presented saplings to the dignitaries. Sri Navin Mittal, IAS, Commissioner, Collegiate Education proposed a vote of thanks.
