Telangana Government has appointed Shailendra Kumar as the Chief Secretary. The In – charge Chief Secretary SP Singh retiring today. Chief Minister K Chandrasekhar Rao appointed him as new CS. Details of New CS are below.
Shailendra Kumar Joshi, s/o late Sri Shanker Lal Joshi (from Faizabad) and late Smt Shyama Joshi (from Allapur village, Dist Budaun), father employee in Allahabad Bank, mother the home maker, Born on 20 December 1959 in Bareilly, Uttar Pradesh.
Education at Sri Vishnu Bal Sadan ( KG to 5) and Government Inter College (6 to 12) at Bareilly
Studied Telugu as third language in 6 to 8 th classes
Happily married to Smt Anuradha Joshi ( MA, LLB) the home maker, and have a daughter Rhea Joshi, an IRS Officer.

Bachelor of Engineering Degree from IIT, Roorkee (1977 to 1981) in Electronics and Communication Engineering,
Master of Technology from IIT, Delhi (1981 to 1983) in Communications and Radar Engineering
Phd (2010) from TERI School of Advanced Studies on “Inter-Governmental Fiscal Transfers and the Environment – A Study of India”
- Work Experience
Worked for 8 months in the Indian Railways Service of Signals and Telecommunications Engineers,
Joined IAS in 1984.
Started career as Assistant Collector in Nellore. Worked as Sub-Collector Tenali and Vikarabad, Joint-Collector and Collector Krishna
As Secretary/ Principal Secretary / Special Chief Secretary handled the Departments of Information
Technology, Irrigation and Command Area Development, Municipal Administration and Urban Development , Energy, Medical and Health, and Revenue in the State Government.
Had a 9 years stint in the Ministry of Environment, Forests and Climate Change in two spells (1991-1994 and 2001+2006) in various capacities (Under/ Deputy Secretary, Director and Joint Secretary) dealing with Ganga River Conservation, National Afforestation and Eco-Development Board , International Cooperation handling and negotiating Montreal Protocol on Ozone Depleting substances, Conventions on Climate Change and Biodiversity.
As the concerned Joint Secretary was the National Focal Point for Climate Change ( including Clean Development Mechanism), Global Environment Facility and the United Nations Environment Program. Served for an year as the Vice- Chairman of Joint Implementation Mechanism of Kyoto Protocol in Bonn, Germany.
Unique distinction of being associated with the United Nations Conference on Environment and Development (1992), Rio de Janeiro and the United Nations Summit on Sustainable Development (2002), Johannesburg.
As a key negotiator of India travelled many countries and participated in several bilateral and multinational negotiations.
Fellow of LEAD International (first cohort)
Served as Private Secretary to Hon’ble MoS in the Power, Non-conventional Energy Sources, and Agriculture Ministries during the United Front Government.
Written a book on the “Management of Transboundary Water Resources
